The design of this complex started in 1985 with the renovation of the old 8-story Ferry Seed Warehouse into the International Center comprising office, retail and restaurant/banquet facilities.

The 280,000 s.f. structure occupies almost an entire city block. The Ferry Seed Warehouse was originally a complex of three different continuous buildings constructed at different times. The original building dates back to the 1880's and the east and west buildings were built in the early 1900's. Care was taken to preserve the building's natural wood and brick.

In 1989, the conversion of an adjoining warehouse into the luxurious Atheneum Suites Hotel was commenced and completed in 1991. At that time, the 1,100-car Monroe Avenue Parking Structure was commenced and completed in 1993 with provisions for two twin 13-story future hotel/residential towers. The seven-level parking structure includes the construction of two 13-story towers.
